Scrambled graphics sometimes, fine sometimes

I have a NEC multisync 3D and a new wells gardner k7400. I hooked up my cpsII just fine on the arcade monitor, and it looked unbeleiveable. I hook my dreamcast up to it (hacked scart cable) and the result was stunning.

I have a SFII CE bootleg board that works fine on my NEC monitor, but comes up scrambled on the arcade monitor. Any ideas? Both the arcade monitor and NEC monitor are hooked up the exact same way.
