Older mame versions, win32 or dos?

I'm curious, was the older mame versions prior to .37b15, (before they started coming with both a win32 command line build and a dos build),  strictly dos?
 Also prior to this version was mame32 available?

Yep.
The DOS version would be released, usually followed a few days later by Chris Kirmse's Mame32.

btw... they moved to a win32 base because the developers where sick of developing on 98... NT is MUCH more stable imho for development.
