MAME32 USING 8MB TV - OUT having trouble

Hello,

I have an arcade system setup using Mame32 version 69 running on a PII 350Mhz with a 8mb tv-out video card.  I am using a 21inch TV screen with RCA video in.

My dilema is not with the blurriness (it's a TV not a monitor, this is normal) but when I'm running some games there are these lines running horizontal over the screen.  Some games do it some dont....simpsons does it, bubble bubble doesn't.

Any suggestions?  It's a ATI RageII 3D video card w TV OUT.
