I bought some rope light and a controller from partsexpress.com. The controller only does chase mode, no ALL on.
Does anyone know of an inexpensive controller that will just leave the lights on?

Why don't you just bypass the controller so it just becomes an on/off switch?

I think I needed to buy a different kind of light. One without the 4 series wiring. I've got that one now. Thanks.
