WG 4600 blues....

I picked up a "spiders" cab a few months ago and after much time I am at my wits end.... The cab was
working until the horizontal width coil came in contact with the chassis... Thats when i picked it up...I replaced
the fuse and ordered and installed a cap kit but i still get nothing out of it.....I can hear the game playing
in the background and I have a glow in the neck of the tube.... I have found the flowcharts and it had me
check a zenar diode and the black level pot on the interface board but both seem to  be fine.....
this leads me to believe that im not getting anything into the monitor.... I have check the voltage coming
into the interface card from the pcb but im getting a very little juice.....(around .17 V)
is that around normal for this type of monitor?
