Super pang bootleg repair

SO ive got my hands on a super pang bootleg board, it was 20 euros but it's missing all EPROMs and it's GAL is busted... Based on the layout it seems to be set 1 but the silkscreen matches set 2.

This is the board but instead of IC17, IC18 and IC19 next to the CPU i have IC19, IC18 and IC2. The biggest problem is the busted GAL. I have programmed one from the internet on a new one but the board still doesnt work. Any ideas as to why?
