Steam Games on a pedestal arcade cabinet with IPAC4

Hi Guys,
Long time no post. Glad to be back. So I started a new project, a pedestal arcade cabinet. I'm looking to put some steam games on there loading through Hyperspin and Rocketlauncher.

As I am an old head, I'm very confused by modern games. Something as simple as playing 2 players on one screen is very difficult. Info is vague and confusing. Basically, I'm looking to add Steam games like Cuphead and Streets of Rage 4 to my arcade cabinet. I'm hoping to set them up to load through HS and RL and to be able to play them with 2 players on my arcade panel with sticks and buttons through my IPAC4. So here are my questions:
1. Is it possible to play these games 2 player locally?
2. I read a little bit about using UCR and vjoy or x360ce to set up Player 2 as a fake controller, but once again, find the whole thing vague.
3. If this is possible, any tricks to setting up HS and RL to run the games correctly?
Hoping some of you out there have set some of these games up on your cabs, and can bestow some wisdom upon me.
Any help/advice is truly appreciated.

The iPac4 can switch into D-input or x-input mode which essentially simulates 2 Xbox controllers. You just have to download the Win IPAC app, switch modes, and then assign buttons as needed. When you get into using Joy2Key and X-Arcade Input and stuff like that is when it gets complicated IMO.

Yes, Streets of Rage 4 and Cuphead can both do 2-player local co-op.
