Ultimarc video amp faulty?

I have connected everything correctly and the video amp works fine apart from one thing, no red. Don't know what's up here, any advice?
The wire from the red terminal of the video amp to the chassis is fine ( no breakages ) and the monitor was fine when I pulled the board. Could it be faulty video amp or something else?
