What has happened to Ms Pac-Man PCB ?

Started restoring a Ms Pac-Man cocktail we acquired a few years ago.

Any ideas on what the previous owner has been doing with the PCB?

Any idea on why (what would have been the problem)?

Did not yet take it out to clean it, but was wondering what all the modifications on the edge connector and board itself are.

The edge connector mod is probably to bypass burnt power contacts.

Yeah bodge-o-mania is running wild with this one.  You'll be  testing contact traces for hours to get that one working most likely.
