Golden Tee Fore help with troubleshooting broken unit

I just picked up this cabinet for free with the previous owner claiming that it would not boot and he would just shake it and it would sometimes boot. I recorded a video of how the game behaves when it starts up. I get a green screen, constant speaker popping l, and only one green status blinks on. I don’t know what the other red LED lights indicate so if anyone can educate me, I’d be super grateful. Like I said, got it for free so if parts need replacing, that’s fine. I just need to know where to start. Thanks!

This is the cab's manual, it contains lots of info and troubleshooting tips. Considering the sound seems like its resetting, I would start by getting out you multimeter and measuring all the voltages. This would be a fun project!
