Ignore bits in yellow, ignore turbo/auto fire unless you know you need it. You only need one connection to your joystick, either the sanwa one, or the one to the right of that, depending on the cables you want to use.

Does the device report as a keyboard or a HID ?

As HID, it's different than ipac or jpac i think.

MAME should have no problem detecting input from these encoders, I've used a couple. Go in the Inputs menu and assign the buttons as you wish.
