8800 GT S-Video Out to old CRT results in shaky screen, how to fix?

I have a Windows XP machine with an 8800 GT S-Video out to an old CRT TV.  The problem is the screen is shaky.  How does one fix this? Does Windows need to be set to a certain resolution & refresh rate?
