Remapping Controls for Qbert

There is an old forum post referencing the ability to remap controller for qbert in mame.  It was about assigning 2 directions to each controller input (up, down, left and right) and people said it worked very well.

Can't figure out how to do this using mame libretro and emulation station with raspberry pi 3.  Can't figure out how to assign to directions to a single input.

Any help would be appreciated.
