Can't get monitor tube to vertically sync and stay

I am trying to display my output on what appears to be a Wells-Gardner K7100 series Monitor Tube.
 
I am using GroovyMAME with CRT_Emu 2.0 and a Radeon HD 5450 graphics card.  VMMaker is set to Standard Arcade 15.7 Hz.
 
I can get the picture to stop like this:
 
But when I launch Hyperspin or change the color or anything else it will unlock vertically like this:

Did you go through all the basic checks first?

1. Plug in a PC monitor and confirm it gives an "Out of range" message. If not, your drivers are not working.

2. If the signal is in the right scan rate, there is something wrong with your sync. Are they connected right?

I can't see the pics at work, but is the screen just slipping vertically, or going totally nuts? If the former, if that's a standard arcade chassis, and it sounds like it, it will have a v-hold pot you can adjust. Might be called v-scan or v-freq also. I'd give that a go first. If you get close, but not quite stable, move on to the H-hold for fine adjustment.

If the latter, check hyperpin's resolution setting, and try the solution in the post above.
