I think the EDID of the monitor you plugged in has overridden the default settings. Try using a second display-out from the graphics card? With the LCd plugged in, try unchecking "hide modes this monitor cannot display" in the screen resolution settings, set a 15kHz mode, then hot-swap to the CRT (fast, so it doesn't time out in the 15seconds)? Get the latest version of crt_emudriver from Calamity's site.
If you're running a 2000 to 4000 series Radeon card, start again with the 4000 series guide.
If 5, 6 or 7000 series, use the 5000 series guide. (the problem should not have happened on these cards with EDID emulation enabled - just saying.)

EDIT: Wait, do I have this wrong? Did you hook the PC up to another monitor? Either way I'd try the above steps, if you can. Unless the SCART cable is bad?
