Looking for help with vertical scrolling

I am not sure what information I need to provide to get help with my issue.  I built my cabinet a while ago and I am just now getting around to fixing all of the bugs.  My issue is that when I play games like TMNT or any horizontal game it displays just fine.  It's when I try to play games like PACMAN or Galaga that I get constant vertical scrolling. 

I am using GROOVYMAME with an HD4350 graphics card.

I have this converter sending the signal from my computer to a Sony 27" Trinitron.

I have used this guide here to install all the necessary drivers and display resolutions.

You don't mention what monitor preset you're using. In case it's generic_15, change this in mame.ini:

 monitor custom
 crt_range0  15625-15750, 49.50-65.00, 2.000, 4.700, 8.000, 0.064, 0.192, 1.024, 0, 0, 192, 256, 448, 576
Important note: posts reporting GM issues without a log will be IGNORED.
Steps to create a log:
 - From command line, run: groovymame.exe -v romname >romname.txt
 - Attach resulting romname.txt file to your post, instead of pasting it.
