Groovymame newb

My mame PC died so since I have to replace it I'm going to go ahead and build a cab for it finally and plan on using a TV and Groovymame. Sorry for noob questions but I sort of need the "for dummies" cliff notes.

Went with a budget system:

Dell OptiPlex 3010 PC Desktop. Intel Core i3-3220 3.30GHz CPU. 4GB RAM, 160GB HDD. Windows 7 Pro 64-bit.

I don't care about getting every individual game dialed in persay, and this will be primarily mame only.

At the moment I'm thinking of getting the Audio Authority transcoder since we don't have the luxury of SCART in America. However I'm open to advice in this dept.

What I really need to know is what card is a good combination of cheap, not measurably worse than the on board Intel graphics, relatively easy to configure,  and gives best all around resluts in GM with Windows 7.

Also do I need any other hardware?

I too would like some advice in that dept. I've always been using a S-Video connection on my MAME build because I have no idea what converter/adapter works best. The S-video quality in windows is terrible, in game it looks okay to me but im sure there could be better.

So I have been reading the sticky posts...

But I still have a few questions.  I have to compile a 64 bit build for the new pc but I really have no desire to upgrade from mame 150 because I don't want to mess with upgrading the romset.

Do I lose any groovymame functionality by sticking with 150 assuming I can still find the cave sh3 patch?

If you can't get a SCART TV but still want RGB-like quality, you need a CRT with component inputs and an RGB to YUV transcoder.
