How are people compiling their own GroovyMAME 0.171 these days?

Do we need to use the latest MAME build tools from the MAMEDev site?

A long while since I built mine but I'm fairly sure I was still using MAME Compiler 64

It should allow you to download the correct build tools from inside the prog automatically.
