Bad converter cable or video card?

Hi.
A friend of mine is working on his own cab and he's having some video problems that I can't answer:
"hooked up my video card to TV but getting a black and white picture. Connected from the S-Video out via a cable that converts it to a composite (RCA) into the TV."

He's using an ATI Radeon 64 DDR memory AGP video card.

Any help would be greatly appreciated.

Your friend needs a better video cable. Low quality cables cause black and white images when used with S-video to Composite adapters, at least in my experience.
