Can't get spinner 2 to work

Hey all, I have two spinners hooked into Optipac. Computer is running Windows 10. I have enabled multi mouse in mame. Windows sees the player one spinner which is running on the x axis on player one side of Optipac. The mouse pointer moves back and forth in Windows.Player one spinner also works in mame.
My issue is the player two spinner. It does not work in windows or mame. It is hooked into player two side of Optipac using y axis. When I switch the spinners around so player 2 spinner is on player 1 side it works fine so I know it is not an issue with the actual spinner. Am I missing a setting in Windows possibly? Could it be an issue with the Optipac? Any ideas to troubleshoot this would be most appreciated.
