I don't think you would be low balling him. From the tone of the CL ad, it sounds like they want it gone.

Jim's right on this one.  The cabinet itself is so common it's practically worthless.  Ditto for Street Fighter pcbs.  Those controls are old as can be so cleaning might not be enough to resurrect them (bad springs/switches and such). 

Unless it's working that looks like a 50 dollar cabinet to me.

It depends on where you are too, in places like Phoenix and Denver, there's a lot of collectors and craigslist is really completive and it drives the prices up. But I think that most working boards for popular games are worth about $50 at least and most gutted cabinets will bring $50 too.

I'd have paid $150 for it, but I have access to monitors, plus I really want a horizontal JAMMA cab for some of my PCBs....

Yeah, and by the time you find one that will actually sync, you're up to $60.  It seems like those things only work about half the time on half the boardsets I try.

Ive used the same kind and its worked on everything from American Horseshoes and Tetris to NeoGeo and Cruisn USA

It should be noted that I tend to hang in the prejamma games.  I went through four of them failing to sync on a Defender... three of the four didn't work on a Pole Position II... all four worked on Berzerk.
