Computing power noob question

Forgive me if this is in the wrong forum, but if I'm experiencing slow down, and I've narrowed it down to not quite enough computing power, is there a standard place to start with upgrading?

Ie - does mame really put much stress on a video card? The only slow down is some of the newer sprite-based games. (The Metal slugs, ninja baseball batman, and maybe more) I'm not running any 3d games.

I recently found a more powerful video card locally, but didn't know if it would help.

Here are my current specs:

Pentium D 2.8 Ghz
3.11 GB RAM
Raedon 7000 card
Win XP

CPU is the main culprit. Emulation is mostly CPU dependent, avoid AMD and stick with Intel.
