Hyperspin menu cropped/overscanned

Running win8 on a crt with desktop resolution of 640x480.
When I start hyperspin the screen is cropped vertically and horizontally.
If I select mame as the emulator, the hyperspin screen cuts off more than half of the word MAME at the top of the screen, and the bottom part of HS that shows the joystick with instructions on how to browse and the name of the currently selected game is also cut to the point where you can only see a small portion of the red joystick ball.
Horizontally the image bleeds over onto my PC monitor which is set to "extend desktop" mode.

If I disable all other monitors so that the CRT is the only display in windows, hyperspin does not cover the full screen, the program locks itself into the upper left hand corner leaving the taskbar and right side of the desktop visible but the left and upper portion of HS are pushed off the screen.

I'm completely lost and have no idea how to fix this so any help would be appreciated.
