Question about extra artwork

I was just going through some build threads and something occurred to me and I need to know if this is possible.  First of all, I know that MAME can display bezel artwork on the main screen with the game screen.  No idea how to do that, anybody wanna be awesome and toss me a cheat sheet?  I also know that it is possible to have a dynamic marquee.  Here's my question/idea, let me know if this is not possible...

Imagine a Vigolix style cabinet.  Instead of a small LCD for the display, how about an LCD TV, probably 16:9, flipped sideways.  This LCD would cover the entire space between the CP and the top of the cabinet.  Is there a way to have MAME display a marquee on the top (end) of the display with a bezel art under it with the game in the proper location?

The hatched areas would be left black or covered with trim or actual bezel.

Yes, it can be done.

Look into .lay files like MAMELayPlus uses. (screencap below)
