Golden Tee Fore Repair: No video

Hello

I have a Golden Tee Fore w/Green board #2011 rev 4 D5A blinks steady and D20 is steady on. I checked for signals at U15 on the Address lines and there is activity after pressing reset button but only for a second or two then there is no activity. The same thing on the CPU also. Any thoughts on next steps, U15 is brand new. Red led shows no activity at all. I'm thinking I might have a bad dram chip but not sure how to diagnose which one is bad.
