SDL MAME Joystick Issues

SO I got my Xin-Mo all wired up, and it's ... being weird. Only in SDL, I tested it in OpenEMU on the NES and it plays like, Link, fine.  It's reading the up and down strangely on my Happ Competition joystick, it's seeing up and down as + and - axes, but left and right as buttons. The result is that it's sending phantom down signals when the stick is at neutral, which makes playinhg say, Tetris TGM nigh impossible. 

Anyone ever seen this one before and know what's up? Is there a solution?  I'd prefer not to go to OpenEMU as I don't think it has support yet for Trackball and Spinner and I just fell in love with Tempest!
