Whats wrong with this monitor?

Ok so I just installed a ebay used chassis in this monitor. Before I has just a line at the bottom of the screen. Now I have this.Any clue what could be the problem? Looks more blue than anything.

Assuming that the frame of the pic you posted is black (please confirm this...), your blue video output transistor on the neckboard is shorted to ground or your blue cathode in the crt is shorted. You should remove the transistor, turn on the monitor and look if the blue is still dominant (cathode shorted) or missing (transistor bad).

Which monitor is that?

I'm assuming the cathode is shorted. I tried another chassis and it did the same thing. This is a wells gardner 2792 chassis. Thank you for the help.
