Namco 246 to lcd display issues

I am converting a Tekken 4 cabinet to be able to run Tekken or Mame....at least that was my plan. I tested the output to a random 22" LCD monitor from the Namco 246 and it worked great. I got in my 27" LCD that looks amazing with mame. I plugged up the Namco 246 and this is what I get! I fiddled with the dip switches on the Namco 246 but only one configuration will display anything at all. I tried multiple 21-22" LCD monitors and they work fine. What could the issue be with this monitor and the Namco 246?

This is not some fancy arcade LCD, just a plain 'ol IPS LCD 27" monitor with a VGA input.

i think it should 2,3,4 on for a standard lcd
switch 2 is video level 0.7 or 3.0
switch 3 is 15k or 31k
switch 4 is for composite or seperate sync

That's correct. In the images you are looking at switches 2, 3 and 4 are on. The image is clearly messed up on a brand new 27" IPS display. However on older 21-22" LCD displays the image looks correct. It is only a problem with my primary display that I bought for the cabinet.
