Wells Gardner k4900 Showing Partial Picture

I just found this mrs pacman machine in someone's garage. After repairing an issue on the board where the fuse had melted through. I was able to finally get picture. However, it seems that the picture is only in the center and only showing part of it. (I also refloated the points on the neck board as well. For full disclosure.)

Vertical deflection failure, possibly due to one of the two vertical output transistors being bad and/or this monitor needs to be recapped.

Thanks so much for the help. My apologies though this is a relatively new hobby for me. Thurally enjoying it.  :) Judging by the diagram that is Q203 and Q303. I also tested the transistor on the left side (2sd370) and seems to be bad would that cause it to do this as well?
