Makvision C2929D vertical issues

I have a Makvision 2929d4gts that has a thin horizontal line towards the top of the screen. I found resistor R172 burnt up. I replaced the 1.5 ohm 1/2 watt resistor and a few caps that looked iffy but the same resistor starts heating up again right at power up.

any suggestions? possible tda8172?

if you have the crt is mounted horizontal then yes the vertical deflection ic will be the problem
