ArcadeVGA issues and Windows version questions?

So here is my issue:

I had a perfectly fine working system running an ArcadeVGA 3000 with Windows 7 on my converted Ultracade cabinet with real arcade monitor.

I upgraded to a newer PC and transferred over the ArcadeVGA card to the new PC with fresh Windows 7 install.  Everything would boot fine but as soon as I installed the drivers I would get BSOD as soon as Windows started up (ATIKMPAG.SYS).  I have tried all forms of installing, uninstalling drivers with no luck (including disabling onboard graphics, my MB is TA790GX with onboard HD3300) all with same results.

I tried installing Windows XP 64 bit and setup the ArcadeVGA card with similar results except no BSOD but now just a blank black screen at same point in Windows booting (I have emailed Andy and he suggested using teamviewer to log in from another PC and enable the monitor which I still need to try).

Questions -

1. Any suggestions on how to get AVGA 3000 working under Windows 7?
2. If I can get it working in XP is there any downside to running Windows XP (I will be using Hyperspin with all arcade emu's).
3. I have a new ArcadeVGA 5000 on the way, any chance this will install and work where the 3000 doesnt (newer card / drivers)?
4. If I cannot get these working is Soft15khz still the way to go?  I tried CRT Emudriver with my onboard and I couldn't get the V-Sync to stop the picture from rolling.

So I ordered a 5000 model, drivers install fine but no output from VGA to arcade monitor just black screen (the 3000 with no drivers will give me a screen, 5000 nothing, no bios no boot nothing).

Can get pic on PC monitor from DVI and VGA ports.

Come on guys someone PLEASE help, why would ArcadeVGA 5000 not give me a signal to arcade monitor???

BSOD is gone,I have new 5000 drivers installed just fine bit cannot get signal to arcade monitor and it should show boot screens before windows even loads but doesnt?

Heck with it I am tossing the real arcade monitor and replacing with LCD PC monitor.  Can't get any help here or from Ultimarc.....
