Hantarex Polo 25" monitor not powering up

I have a Killer Instinct cabinet that looks like it was originally a MK cab.  Inside is a Hanatrex Polo 25" monitor with Midway serial numbers on it.

It was a great deal, but once I got it home and started checking everything, I realized that the monitor isn't responding at all.

The cabling for the marquee light is the same gauge and source as the monitor (coming from a transformer on the floor of the cab). The light was working so I swapped them to test. The light continued to work, the monitor didn't do anything.  No pop, no snap, no crackle.  The tube doesn't glow and there is no hum from the boards or the monitor.

While I've done my fair share of soldering, I have zero experience with monitors/tvs and I don't know where to start.  Once I got it out of the cab, I grounded the cable running to the tube but didn't get the expected grounding "pop". However I saw that the neck board was very loose.  It got my hopes up that it was just a loose connection, but re-seating all connections didn't help.  I've visually inspected everything and didn't see any blown resistors,capacitors, etc.  The only thing out of place was a screw resting on the board, but there were no burn marks so I don't think it shorted anything out.

What equipment do I need to properly service this monitor?  I've got a multimeter and a lab power supply. No oscilloscope or other testing equipment. I have to admit, I don't have the first idea of how to start diagnosing this monitor, but I'm willing to learn if anyone is willing to offer advice.

Any suggestions would be appreciated.

If I can't get it working myself, does anyone know of someone that can service the monitor in or around Atlanta Georgia (USA)?

have you metered the 120vac input?
is the chassis ticking?
if it is check the horizontal output transistor
if it is not then check for bad solder joints and check the fuse
