Strange Distortion on video.

Hi, first of all sorry for my english. I have this problem on the image.



My config is an OLD tv monitor with calamity drivers. When im on windows/hyperspin the lines appears everywhere, if the screen is dark nothing happens, but when i open a window or something the image get all distroted. When i play games the images is "very good" not optimal but i can play with no problems. Any idea what could it be?
