Sanyo 20ez will not turn on

I have a punchout machine that has been sitting for 2-3 years. Both monitors turned when last used. I finally decided to start restoring it and when I turned the machine on, the lower monitor does nothing. I tested the transformer that the monitors plug into and it is working fine. I removed the monitor from the cabinet and removed the board from the chassis. I did a deluxe cap kit, but I do not think that is going to fix the problem. What should I look into next?

Thanks. Some good info there. I have a blank screen when I turn the machine on and I have checked both fuses like the flow chart says. They are both good. The next thing asks if it goes blank after a few seconds... It just flat out never comes on. I will try testing what it says to do in the next step anyways. I'm new to any kind of monitor repair and just don't know where to start.
