WG 2574 HOT issue

Hi, I recently worked on a WG 2574 board for a friend. I've been working with games for the last 10 years now but only recently gotten into trying to do the board repairs myself. So somethingsI know and understand while others are a mystery to me. Anyway he said he wasn't getting any glow in the yoke of the monitor so he sent me the board.

When I received the board I replaced all caps except for the 10uf@50v BP, because I can't find an exact replacement at Mouser, they are usually a smaller cased cap and unsure if that affects the longevity of the cap. I then did a continuity test on the HOT (C3688) and got a full tone instead of the .488 on my meter when they are good. I then ordered a replacement parthttp://www.ebay.com/itm/121149641044?ssPageName=STRK:MEWNX:IT&_trksid=p3984.m1497.l2649 and replaced and sent the board back to my friend.

When he installed it he said there was a spark from the HOT so he immediately powered the game down.

Has anyone had a similar problem or know where I can start in trying to narrow the issue down?

Things I did check:

Flyback had no signs of a blowout and solder joints looked good.

Picturing the board with the AC in the bottom left I checked the IC at the top right and it didn't show signs of charring or discoloration.
