Paradise Arcade Programmable PCB

Hey,
hoping that someone here has one of these and can help me out. I bought one of these back in 2010 with the intention of putting it into one of my Jamma cabinets. The cabinet is now redone and I am ready to install it. I am running Windows 7 on my home computer and I am using a USB to serial adapter to connect the board to the computer. The device manager says that the adapter is running properly. When I try to program it it says 'waiting on board'. I have tried moving ports and nothing seems to work. I guess I am at a stand still. Is the board not Windows 7 compatible maybe? Unfortunately there is not much out there on these. Any ideas would be much appreciated.
