Monitor won't turn on Model No. 19K7901 Wells-Gardner

So I just bought an arcade cabinet and everything works when I plug it in except the monitor. It makes a noise like its trying to turn on (similar to an old tube tv) but just stays black. I took a few pictures I hope they help. I believe its a Model No. 19K7901 Wells-Gardner.

the white goop holding down the capacitors tells me that this monitor has never been serviced. it's likely going to need the capacitors replaced with new ones.

they dry out and lose their ability to store power.
