Planning a cabinet around a Pioneer PDP-V402 4:3 (640 x 480) plasma. It's a pretty awesome screen, and according to
http://shmups.system11.org/viewtopic.php?f=6&t=43256 it can do 15Hz, as well as 31Hz, 60, and some others I think.
I got a GREAT deal on an i5-4670K, a Z97 board, a 650W PSU, and an SSD (Traded an old C2D system with an E8400, GT 430, 4GB ram, 500GB HD, and Win 7 home premium). I plan on adding a GPU for Naomi, Dreamcast, and Dolphin stuff.
My question is this: I already have a Win 7 64 Ultimate license floating around, but I see a lot of folks still use Win XP. Which should I use? I'd like to take advantage of the monitors ability to handle 15Hz to play older stuff, or does it not matter since it's not a CRT? Will I need an older GPU to take advantage of 15Hz? Could I use Powerstrip and a 7850?

EDIT - Oh yeah, I want to run Hyperspin and have windows as invisible as possible from startup. Is that possible with 7? EDIT - Nevermind that last bit, I see it is!
