Help with LED USB Encoder

Hopefully someone can help, I purchased a "No Delay Arcade LED Encoder" from Ebay. The buttons light up when pushed.  I was wondering if their is any LED software that is compatible with this type of board? I tried LEDBlinky and I get an "No Device Detected" error.  I would like to have buttons do more if possible like light up during power on.

Anyone have experience with this?

I think it's safe to say that it's not a programmable controller.

Thank you for your response! Question, Do the LED lighting programs look for the LED device or the output commands from the board (buttons?)

I assume the programs talk to the device, and in turn the device knows what buttons to light and how to light them. You have some flexibility on what you want it to do.
