Help! Wells Gardner 25k5108 U5000 to PC

Hey guys I have a Wells Gardner 25k5108 (u5000) monitor that I am trying to connect to my PC running Windows 7 and an ATI Radeon HD4500.

I have the JPAC from Ultimarc and can only get scrambled video. I tried soft15khz but that doesn't seem to keep the settings upon reboot. It finds my card, I install 15khz and reboot but nothing. I looked at the listed "modes" under display properties and there none at 15khz.

Is there a better utility to set the frequency or should I try the arcade to vga video card from Ultimarc?
