faulty blue transistor on the neck board. it's shorted causing the blue to come on 100%.
unsolder,remove,replace,solder.
if you look at the neck board, you should be able to figure out which one is blue by either following a trace from a blue adjustment pot (drive / cut off etc) or if you're lucky the neck board will be labeled BK or KB near the socket and you can follow the trace back from the blue cathode to the transistor.
