Need large, plain, NeoGeo cpo for midway cabinet

I am making a neogeo themed mame cabinet. I want to use the attached artwork for my cpo, but it is both too small and too low res to stretch for my cabinet. Can anyone help me work on this? I don't think it would be to hard of a job, but if the price is right, I could throw a few bucks at someone.

I would like it to be 30"x13.5" and have the text moved down and maybe even smaller.
