command line mpeg player

I would like to play an mpeg when my cab starts up (for something like 10-15s) while the keywiz is getting uploaded with its config and before mamewah starts.
I could use wwindows media player but can't see to be able to make it start full screen without showing toolbars and the like. In fact, I would ideally like to have the video play at its normal resolution (smaller than fullscreen) but without borders or at least title/menus.
Any ideas?
