HP touch screen monitor help (HP IQ816)

This is perhaps a stupid, novice question..... but none the less I'll ask.

I have an opportunity to pick up (locally) a 27" HP touch screen (with the PC).

It's used and as per the seller the monitor works but the hard drive is pooched. I don't need the PC, BUT I'll take it.
The PC is an hour plus away, the seller is elderly. He said I can test the monitor, and I plan on bringing my laptop and a monitor cable (with VGA/DVI adapter).
So I was wondering if I install the DRIVER-DISPLAY/MONITOR would this allow the monitor to function as a touch screen on my laptop ?

EDIT - I just noticed that this an all in one PC. No actual physical tower, everything is in the monitor itself. This now adds greater concern as to weather or not it will work on it's own.

EDIT - I also reviewed all the other drivers available, I saw none that related to the monitor (as far as I can tell).
EDIT - I will however download the ambient light driver. That will give a nice punch to my project.
