S-Video issue?

I just got everything up and running, heres the setup:

27" TV (no clue the name, some walmart POS with S-video)
Maximus Arcade
Intel Core 2 duo 3.19GHz CPU
4GB RAM
256GB SSD primary
500GB (to store roms/emulators)
nVidia Geforce 7200GS

When the computer starts, everything is fine.  Soon as I hit enter to enter a console/system, the screen flickers and artifacts for a few seconds, then resolves.  Same thing happens starting an emulator and exiting a game.  Any time it transitions between games and FE it does this. Looks like its trying to sync for a second then does.  Has anyone seen this?  Worst case I'll upgrade to an LCD monitor, kinda want to 'run what I brung' so to speak.

So it's happening in the menu?  Try diddling around the video settings in windows.

It doesn't happen in the menus.  It only happens transitioning from the FE to an emulator, or quitting to go back to the FE. I'll try to get a youtube video of it.

I have a similar experience when resolutions change on a  scart tv, I thought it was normal behaviour.
