TV Flickers

I have a 68cm Panasonic Flatscreen TV with two standard RCA (1 Video, 2 Audio inputs) and one set of RGB RCA input. I have bought a 15pin VGA to RGB RCA to connect my PC (Windows 7) to my TV. All I get is flickering. When I change screen input from PC to TV, the TV screen looks as if it is swapping displays going from black screen to flickering screen. I have tried to reduce the resolutions to 800x600 and lower the frequency to 60Hz. Still no luck. I tested out an old DVD player and this displays fine on the TV using the RGB TCA input so it must be a problem with the PCs input. Is there anything I am missing here with computer settings? The lead was straight out of the box. I read someone about syncing PAL settings? Does this ring any bells.

Any advice is welcome! I am going nuts...
