G07 CBO no B+ no power at F901

Hi I have been pulling my hair out trying to figure out my problem, I rarely post items but rather do my best to research so therefore this is my first post ever.

I bought a pacman cocktail off somebody and its in relatively great shape, all original. Sat in the guys basement for like 7 years and never played due to a blown fuse which i replaced.

I was able to play for like 4 hours until the screen went out and a  bad smoking smell was coming out from cabinet.  There was no visual damage to the chassis, other than a blown F901.  The machine will play blind.

 I ended up buying the deluxe kit from Bob Roberts and ended up replacing all caps, flyback, hot, and the VR and F901.  Went to turn on the unit and nothing, no neck glow.

I tested for B+ on both sides of R2 and there is 0 volts.  I have measured 129 volts coming into the chassis from the power supply which seems high but im not sure.  I have checked multiple locations on the board for voltage.  The only location with voltage is R902 and it was reading at around 89 volts.  Both sides of R901 measure 0 voltage.

I have triple checked continuity for all of the flyback legs, I have also checked continuity for all the caps to the nearest solder points on the islands.

I pulled R908 and it is reading 47k ohms.  I also pulled FR401 and it is reading at 68 ohms. I measured R1 which was at 2.7 ohm but i didn't remove it. to meaure.

Your help is greatly appreciated.
