Spy Hunter short traced down but how to fix?

I have everything unplugged from the power brick except for the main wires that run up to top of the cabinet. The florescent light is unplugged and the MCR power supply board is unplugged as well as the monitor.
I have traced a short in my Spy Hunter cabinet down to something to do with the toggle switch and the kill switch. They appear to be wired wrong and I am not sure how to fix this.

The toggle switch has two pairs wired as shown in the picture below. It’s a solid blue/brown pair and a yellow striped Blue/Brown pair. The solid Brown/Blue pair feed straight down to the power brick in the bottom.

 

The yellow striped Blue/Brown pair feed down to the kill switch as shown below (not sure those wires are on the correct pins.)
 

An orange stripe-brown wire and white-stripe blue wire then feed from the kill switch down to the power brick in the bottom.
If I trace these wires around inside the power brick they eventually lead to one of the two main fuses mounted vertically inside the brick. When the brick is plugged in and both the kill switch and the toggle switch are in the on position the ohm meter shows that it would feed 110 volts directly through the fuse shown below. So, toasted fuse…
I suspected that somehow these two switches are not hooked up correctly. Does anyone have some guidance they can provide on this issue?

I have figured out the wiring issue with the kill switch. Someone had paired the wires wrong and had them on the wrong switch positions. Now the game comes up and the sound comes on almost instantly but it doesn't appear to do anything else. In fact, when the song ends nothing else happens. Unfortunately I need to resolve a display issue before I can tell if there is anything being sent to the screen or not...

My monitor issue is now fixed but now I am stuck again. When I booted the game I get a screen that says Introducing the enemy agents with a block pattern on the rest of the screen. Any ideas where I go from here??

Remove and reseat EPROMs, especially on the video board.  If you have or know someone with a ROM burner, check that the EPROMs are good.

Is there a guide somewhere or any adivce on how to do that? I am fairly new at this and don't want to break something while trying to fix it.

Also, the coin door isn't lighting up and when I try to add a credit nothing happens. So would my next course still be to remove, clean, and reseat the ROMs?

So, popping the ROMs out, light sanding and reseating them has gottem the game working! I don't have any in game sounds though and the video output is looking a bit off. three is a odd white bar at the bottom of the screen and the colors are off. When I hook the monitor up to my Raiden game the monitor looks fine.  Any ideas? Thanks everyone so far all your help on fixing this!
