In the past month I think I have covered just about every mame site and page on every related webring  

During the course of this, I remember seeing a frontend that let you select different emulators by moving a rotating ring of icons (kind of like on an oblique angle, like the tomb raider menus) but now I can't remember what it was called and I wanted to show it to a friend who it would be perfect for.

Anybody got a clue?

emulaxian has a similar setup to select the games in mame. maybe that's what you're looking for
