ok since my PII 450 runs mame like crap  :-\
what would be the ideal mame computer?

that would be able to play all current games at best speeds?

cpu / video card / sound card  and what not

Try reading around a bit more. This gets asked every single day.

The quick answer is that your computer can already run 95+ percent of the games in Mame, and there will never be a computer that can run them all because they keep adding new ones that won't run full speed on current hardware.

The money you would spend buying a new computer in a feeble attempt to run EVERYTHING would be better spent elsewhere.

Acceptance of Zen philosophy is marred slightly by the nagging thought that if all things are interconnected, then all things must be in some way involved with Pauly Shore.

If you love the old classics, you can play several great ones on a Pentium 100mHz using Sparcade.  A 400mHz can play many games in DOS mode that it may struggle with in Windows.  Also, try using an older version of MAME such as ver. 036.  I can play Outrun on a 300mHz in DOS mode, so I know your 400mHz can do more than you think it can.

My Amd Athlon XP 1600 with 512 megs of ram doesn't even run all the games at full speed.

My P3 733 with 256mb ram runs almost all games and the games that doesnt run perfectly doesnt run perfectly on my P4-1800 either so  ::)
If you only want Mame then the reqs. on the comp needed is very low, if you want other emulators and PC games then you might have to get a more uptodate machine.

Hm..... My pIII 733 cant run the mortal kombat games very well, but I am guessing your p4 would do those just fine.  I was never a MK fan anyway, but there are other examples (although not too many).

Always these MK games, I just got the PC ports for MK and they work fine on my P3-733  :P

I enjoyed when my mame machine when from 1ghz to 2.1ghz... because then I could run area51 and a few games of that generation.

97 with 2ghz
95% with 1ghz...
90% with a 500mhz

Pick a few MUST HAVE games and ask again.  

with the Pii 450... you will want to start looking at other emulators for CPS1/2 games.
